No. RW goes after the biggest slice of the running population, which is fitness joggers. There's nothing wrong with that. They don't target competitive runners - that's what their sister publication Running Times does, and does a good job of it.
If anything, RW is a big benefit to distance running because it's one of the few places fitness joggers will every learn about competitive distance running. RW regularly features competitive runners - they had a big story of Desi Davila before the trials, a piece about Ritz, about Fleshman running the NY marathon, and they've covered Hall, Meb, Shalane Flanagan and the rest in the past.
If you don't know anything about competitive running, you aren't going to learn about it from your local newspaper, Sports Illustrated, ESPN and so on except for some coverage of the Olympics and the NY and Boston marathons. BUt if you are a fitness jogger and you read RW you at least learn that there's this higher level out there and I expect RW is a good source of new track and competitive road racing fans.
