I can't argue with Seb, but I will throw out Said Aouita. I am a bit biased because I studied his stride frame by frame in college.

Aouita and Coe were physically identical. 5-9 with long legs and around 125 pounds. Watching them run was hypnotic.
They had huge strides. When it came down to the last 300 Coe had the quicker turnover. You could see his neck muscles tense up and with Aouita he pumped his arms more than I've ever seen and rolled his head around.
Jim Ryun is probably the best however from the neck down.
