Like hills, you will never make up on the good side what you lose on the bad side. You will only gain back about 55% of what you lose. If the wind costs you 2 minutes against, you will only gain back 66 seconds when you are with the wind.
That being said, I ran a loop course 4 mile a couple years ago. I was able to tuck some the first couple miles into the wind and then had the 10 mph wind push me the last couple miles. I know I ran faster than I would have on a still day.
