If you honestly need 15+ mph, you should go commercial grade. I don't know exactly what home models go this fast (I must assume there are one or two) but even if you find one, I would not even bother. For that load, you need something sturdier. Big motor, big rollers, etc. Spend the money up front.
Personally I think 12 mph is fine. If you are a 400/800/miler who has no access to an indoor track, I guess I could see a need. But otherwise, save the short speed for the actual ground. You'll hate speed workouts that fast on a treadmill anyway.
For the 12 mph level, I bought a Sole F85. I've beaten on it for a few years and it's still going strong. I bought it because of the motor, the rollers, the warranty and the fact that it is folding. There are a number of great alternatives. Just be sure you go with a solid name. Like True or Landice.

Several years ago I bought the Nordictrack 1400 Commercial. It has been a great machine. Absolutely no problems. Don't think they make that model any longer. But a comment regarding the 15mph v. 12 mph. If you can get a sturdy well built and less expensive treadmill that only will peak at 12 mph, you can always raise the incline a couple of degrees and get the same result as 15mph and you might save some big money.

Second the recommendation for the Woodway. Due to their design, they are tanks and will never wear out.
landice makes some really good models. I've owned a 12MPH and 15% incline one for almost 7 years and it keeps chugging along despite being used a ton. On top of that, the belt is really wide and feels really solid unlike a lot of other treadmills.
Do you honestly need the ability to run 60 second pace on a treadmill? Like another poster said, just crank up the incline if you want to do really short work. Unless you're training for track (in which case, you're probably SOL anyways if you don't have access to a track) I can't see why you would need anything faster than 5:00/mile (unless, of course, you are an elite runner).
Woodways are incredibly expensive, too, which is why not many people own them. I'd love to get a used one, but even those are a few grand.
Which model of Landice do you have?
Has anyone on here bought a used treadmill? That's probably the only way I'm going to get a commercial grade treadmill due to cost.
