His form is so efficient, a huge pr is a given if someone transitions. How can this be achieved?

I'd start by selecting new parents if I were you.
there have to be some drills to help with this, right?

Look, here's the truth, kid. All the hullabaloo about "form" is a bunch of BS. All people are really looking at are the aesthetics of a running motion. The truth is that your body will naturally find the form that is most efficient for you, given all of your own body's idiosyncrasies. There is at least a 10 times better chance that you will screw yourself up trying to adjust your form than there is that you will find that it helps.
I understand that this can be the case sometimes, but if you look at an athlete like Galen Rupp, you can see that he has fixed his form significantly. Alberto Salazar stresses form a lot with his athletes, and it seems to pay off.
It's all in the thumbs.

Is that why all those sprinter, Kenyans, Ethiopians and Moroccans, you know, all the people at the top of the food chain, do them religiously day in and day out? Must be just wasting their time and all.

Or you'll just cause overuse injuries by never fixing your deficiencies.
to the OP - try the myrtl routine for starters. also check Pete Magill's blog for drills. There's plenty of things you can do that will strengthen your body and after that your body will adapt to a more efficient form.
Matt Fitzgerald's Brain Trainng for runners makes reference to a number of drills that will help improve your running form.

Fat people tell themselves the same thing about being fat.
Run 4 minute mile pace for 3 miles and you're form would look damn good too. Think about it Kenny B running 60 second quarters is pretty fast. Now imagine him running 80 second quarters, I have a feeling his form would look a LOT worse. Lots of people put a so much work into improving their form imitating these great runners when the speed they're going doesn't allow them to have great form and still run efficiently. So I guess to answer your question get really fast and your form will clean up.

Unfortunately, no. Pretty to think so though, isn't it?
Go back to your childhood and run to school and back every day. I'm not saying Bekele did this, but lots of Kenyans and Ethiopians have made their form very efficient this way.
"Good Artists Borrow, Great Artists Steal"
I think if you want to get efficient form like K. Bekele the best thing to do is yo mimic him. Just watch a bunch of his races and try and pick out what he does.
I wrote some about it in this thread a couple days ago.

Grow out of yours and perhaps you will stop making sweeping generalizations on topics you cannot possibly know anything about.

You can't copy Bekele's form, it is unique to his morphology, biomechanics, training and physiology.
Work on your endurance and speed endurance. You can keep improving as much as you want to with the right training.
There are many misconceptions about KB, the main one being, that he has great speed for a distance runner. He doesn't, Rupp would beat him easily in a 200m race. What he has is incredible speed endurance.
No, thats not a misconception, he has great speed and I hope you're kidding when you say Rupp would beat him in 200m. His PR for 100m is 11.00and 49.00 for 400m, not a chance for Rupp

Will people please stop saying how much pure speed Rupp has. Rupp is NOT very fast. Have you ever seen him in a 800m race? He has no speed.
Please stop believing everything you read coming out of the Salazar camp.
If I have to bob my head to run 2:15, I would gladly do so.
