Futsum or Cheserek? They are 1 and 2 in the nation right now. Everyone else so far seems to be running for 3rd. So which of these 2 runners has the best chance of winning both events?

Cheserek doesn't have the option to do both. Only runners from the south and midwest can.
as mentioned, Cheserek can't do both.
and to add to that, Futsum has never shown he wanted to both (only has run Footlocker every year).
So, I guess the one with the best chance would be Tony Smoragiewicz.
wrong and wrong...
futsumhas said he plans to do both, and cheserek couldjump in a car after the NXN race and make it down to footlocker in time...
anyone want bet against him pulling off 2 qualifying efforts in 1 day?

Not wrong: Futsum hasn't run it in the past, and there wasn't any reason to expect otherwise: he has apparently signed up this year, but from my understanding he hasn't in the past because he doesn't run on Sundays (religious reasons). I'm sure he would have if NXN-MW was run on Saturday.
And not wrong: I would take that bet -- no way Cheserek dares to try and run both. You're just being ridiculous.
Footlocker is first in LI. NXN not three hours later in upstate. Not exactly familiar wih NY, are we? So yes, I'll take that bet.

I"m curious do Footlocker and/or NXN create schedule conflicts on purpose so kids can't do both?

It's probably due to the fact that there is such a short window for the regional and national races.
Three things to consider:
-California State meet is on Thanksgiving weekend. That means any national race needs to be the week after that, at the earliest
-You don't to get even further into "rain season" in Portland, so if Nike doesn't want to hold it's national championship on the same weekend as Footlocker, it would be better to have it the week before instead of the week after (which is unfortunately the same weekend as FLW, meaning FLW athletes can't do both since Footlocker hasn't allowed west athletes to qualify through NTN for several years now)
-New York Federations, New Jersey Meet of Champions, Massachusetts All-State, and Florida State meet are all the weekend before Thanksgiving, meaning the Southeast, Northeast and New York regionals all have to be on Thanksgiving weekend. Footlocker Northeast and South have always been on that weekend as well.

No, if you look at the regional schedules, NXN placed their regionals on the only available weekend after all the state meets (and New Englands).
