How fast you run is not the only factor.
Grades?
What state you live in?
SAT/ACT score?
If the school is a sprints school vs a distance school (where they invest most scholarships)?
Bottom line is there are 12.6 scholarships for men's track/cross country. If you want a full you better be really fast or pretty damn fast and really damn smart.
So answer those questions and I am sure some letsrun people will have answers for you.
Virtually no one gets a full ride out of HS. 4:05 and 8:55 would get you close. 12.6 scholarships for the entire track/xc team, freshman through seniors in all events including the jumps and throws. Unless you are a good bet to make it to nationals and score about 15 points at the team's conference meet, you are not likely to get a full ride.

Your grades and ACT are pretty good (in the middle of the range for distance recruits). Coaches will not be afraid to recruit you on the basis of your times.

how fast are you?
4:15/9:10 are basically the minimum for a full ride to a not great school. But if you get lucky (slow year, they need guys like you, or just like you) then you could get get into a slightly better school with those times.
You can get a half ride to a D1 school that is pretty good with a 9:20/4:20 if you shop around a lot.
Or you can go for an ivy (mainly Princeton) where you can't get a scholarship, but can get really good aid anyways, if you have the grades.
Remember it is not always about just getting a scholarship. Finding the right fit academically is very important. When searching for a school take into account the schools location, academic majors, coaching staff etc.
There will be a lot more scholarship opportunities if you do shop yourself to college coaches and make your times and ability known to them
