Definitely underwear. Anything that has the "pouch" with seams on either side is for under shorts or tights. Ones with just the seam up the middle, like regular tights, are shorts.
I guess I've been running around in underwear. Is it obvious? When you don't tuck in the shirt you can't really tell whether the seams are on the side on in the middle.
