Polar Heart Rate Monitors are tough to beat. Lots of models & prices, but I'd guess you could get one for under around $100 if all you need is HR, time, splits, and telling time.

The Polar RS100 looks to be the basic one, and that will give you more than enough ($119 at Polar, $102 new on Amazon.com).
The other popular option is the Garmin GPS watches, which include heart rate monitors. In my opinion, the Polars are probably better for solely heart rates. I have several buddies who have frequent issues with faulty readings from their Garmin heart rate monitors, and I know nobody that has had issues with their Polars.
If you want gps functionality, then I'd go with a Garmin. I think the older model (305?) is a pretty good price/value.
i have the garmin forerunner 50, i've only used it for simple things, but it seems to do well for h.r.
the rs100 is what I was looking at. Just wanted to hear from some runners if it's accurate. Just got done with a 3yr stint with a Garmin305...it finally quite reading satellites, I think cause I dropped it. I don't need distance anyway now that I think of it. I just want something to judge effort to some extent. thanks
I have had the RS200 for about 3 years now. I have used it a TON (7-10 runs per week) and no problems at all. Needs a battery in the transmitter every now and then (maybe 9 months?) and I think I've replaced the battery in the watch once.
It is definitely accurate. No complaints at all.
Just make sure you rinse the strap and transmitter off after each run and it will last a lot longer for you.
