I have trained runners that wear vests........had a state runner up in the mile in HS and 6 time all state that wears theem. THey are girls.
What they provide is a nueromuscular over stimulation that builds strength. You arent gonna build muscle since guidelines only suggest you top out at 10% of body weight. The vest is the way to go.
You only want to run easy days with it on.

I've held 3 to 5 lbs in each hand over the years injury free-- mostly 3. Key is do it only on easy runs as someone already suggested, otherwise you'll feel it in your lower back. Builds strength in arms and legs. Love it.
Try juggling while running, very good for motor control.
I regularly do 2 hour jogs at 8:00/mile while holding 5 pound barbells in each hand.

Explain. Strong men tend to train this way as well as some bodybuilders... why would they run pulling a tire behind them?

Actually I'm 6'1" 215lbs(not fat). I don't run competitively anymore but I still run everyday as well as lift weights... I just wanted to know if I could incorporate the two at the same time.
Eric Hulst did this. Weights and a weighted vest.

That's a BMI of 28. Unless your pects stick out further than your chin, you may be fat.
