What kind of improvement do you respect more, someone who makes a sudden jump in performances or someone who improves slowly and steadily over time?
Examples:
4:20 to 3:59 mile in 3 years or 10.
15:30 to 13:59 in 3 years vs 10.
Etc?

I'm impressed by both. If I had to choose betwee the two, then I'd pick slow & steady over time improvement. Something about the workman-like dedication to put in the work and stick with it for 10 years demands respect.
I'm probably more blown away by the sudden jumps. Those certainly jump out and grab your attention.
Both deserve a bunch of respect.
