That's a hard question to answer. There are a lot of colleges out there, all of which have varying standards and varying amounts of money to give.
If you are looking for a substantial scholarship to Stanford, Oregon, or OK state, you better plan on running well under 4:10.
There are many DI schools that will give you some sort of athletic scholarship for running 4:15-4:20.
I have an athlete on the HS team I coached that is getting some DII offers and he is a 4:32/9:44 guy.
