China is a strange place. You can't live or get medical care in the major cities unless you have a special city residence permit (kind of like a passport). Only the cities receive good medical care.
...but they get their own passports, different than PRC ones.
So if you are a "permanent resident" of the HK SAR, you are entitled to an SAR passport. 143 countries visa-free, as opposed to a PRC passport, which is like hanging a sign around your neck at immigration saying, "Please Detain Me".

There are many female PRC residents who are very worth "detaining."
