It helps to subsidize some security costs - they keep a closer eye on the int'l. runners to mitigate terrorism threats.
Ah yes, that makes perfect sense. It is pretty easy to pick a foreign runner out from the rest when there are 40,000 runners all moving at the same time.
Actually, it's not easy to do. It costs a fortune to keep track of all the int'l. runners. But, it's something we have to do. Many of them can't be trusted.
