It's not common at all, though I don't think it should necessarily be uncommon were some circumstances different.
sub-10:10y for 2 Mile list -
(using 1.006 conversion from 3200m ... 10:03.6y ~ 10:00.0 3200m)
9:52.2c Kim Mortensen 1996 (9:48.59 3200m)
9:55.7c Jordan Hasay 2008 (9:52.13 3200m)
9:55.92i Melody Fairchild 1991
10:01.08 Molly Huddle 2002
10:01.16 Megan Goethals 2010
10:01.33i Erin Keogh 1987
10:02.2c Caitlin Chock 2004 (9:58.51 3200m)
10:02.49 Aisling Cuffe 2010
10:03.5 Mary Shea 1979
10:04.85 Chelsey Sveinsson 2009
10:05.15i Suzie Tuffey 1985
10:06.8c Megan Kaltenbach 2002 (10:03.15 3200m)

10:09.5c Megan O'Reilly 2006 (10:05.81 3200m)
10:09.75i Christy Nichols 1996
... of course, there were others that would make this list even stronger if we included 3k conversions (sub-9:25 3k -> ~sub-10:10y ... sub-9:19 3k -> ~sub-10:00 3200m ):
9:08.6 Lynn Bjorklund 1975
9:11.80 Cory Schubert 1983
9:13.56 Mary Shea 1979
9:14.5 Kim Mortensen 1996 (en route)
9:15.11 Laurynne Chetelat 2008
9:15.3 Cathy Schiro 1985
9:15.4 Julia Shea 1977
9:16.80 Emily Sisson 2010
9:17.7i Melody Fairchild 1991 (en route to her 2 mile mark)
9:19.63 Julia Stamps 1996
9:19.67 Kim Gallagher 1981
9:20.94 Aisling Cuffe 2010
9:21.0 Ceci Hopp 1981
9:21.37 Molly Huddle 2002
9:21.41i Erin Keogh 1987 (en route to her 2 mile mark)
9:21.8 Caitlin Chock 2004
9:22.3 Vickie Cook 1981
9:22.57 Sarah Schwald 1990
9:22.68 Aileen O'Connor 1977
9:23.90 Jordan Hasay 2008
9:24.03 Nicole Blood 2004
9:24.6 Erin Keogh 1986
That would be 15 all-time at/under 10:00.0 for 3200m or the 3k or 2 mile equivalents.
Um forgot that one girl, Laurynne Chetelat who finished a mere .38 seconds behind Hasay at the 2008 California State Championships, what a race that was!!
Thanks, if anyone else notices an omission let me know...

I think Cuffe has a legitimate shot at that record this year. I hope she does it!
