Salazar learned from Bowerman. He is pretty adamant that, all things being equal, someone who runs 120mpw is better than 100mpw. Its that simple. So miles matter.
But of course the big question is the quality of the workouts and just plain old god given talent.
Didn't Bowerman adopt Lydiard's methods to some degree? I think his quote is meant to be more rah-rah than saying that mileage does not matter.
