Gags was lucky in that he inherited some talent (John Gregorek and Kevin King) and then trained them to become great runners. He is an excellent coach, everyone knows that, Gregorek and King helped pave the way for the next group of Georgetown greats, like Stahr, Holman, Irish, etc.
First, Gregorek graduated in 1982 (spring). Gags didn't become coach until 1983 (Fall season).
Second, here's the titles under Gags:
Big East Indoors: 9 titles
(2nd 5 times, 3rd 4 times). Prior to Gags' arrival, Georgetown had never finished higher than 4th. His first indoor season, they were 4th. Other than that, only 1 other time (1997 - 5th) were they out of the top 3.
Big East Outdoors: 10 titles
(2nd 1x, 3rd twice). Prior to Gags' arrival, Georgetown had never been higher than 6th.
Big East XC: 4 titles
runner up 9 times, 3rd 3 times. XC was by far gtown's weakest season, but under Gags they were never out of the top 3.
6 times indoors they finished in the top 6 at NCAA's, including a 2nd place in 1991, and 2 3rd places.
BTW, most people don't know, but Gags has a NCAA champ ring - he was coach of the Manhattan team in the early 70s that won NCAAs.
Gags also has the distinction of coaching 2 medalists at World Champs. Most people know Rich Kenah, bronze in '97 in the 800. Gags also coached Elliot Quow, a sprinter at Rutgers, who won the Silver at the '83 World Champs at 200m.
