How do you people in the north do it? We finally get snow and the ice on the road is so bad that you can't run on it at all. Im afraid to drive due to icy roads and its super cold outside and I want to get my run in. Our city (dallas) is under rolling power outages and everyone is complaining when in the N people are without power for like days.
How do you deal with these conditions if you cant get out?
Any suggestions?
Here in Maine, the solution at some point usually involves this:
You basically can do one of two things. You can tough it out and run outside anyways, but be cautious and understand that you will probably have to go slower/work harder than normal. If that isn't an option, get on a treadmill/elliptical/bike or do some circuit training to at least get a workout in. Just try to do something, you will feel better for it.

Cold, snow, slush, wind, etc. are really just fashion issues. If you dress properly, you will be fine.
Don't run on ice. period. Snow, slush, rain, rain/sleet is all fine, but running on ice is asking for injury.
On icy days, can you make it to a nearby commerical parking lot of some kind that has been well treated and just do loop after loop until you get your mileage in? If not, buy a treadmill.
