no... a head coach can be a personal trainer if they wish. However, I do believe that there is a rule stating it must be a group of 3+... that constitutes as a camp.

if you want a real answer, contact the compliance office of the school in question and give them the situation.
that will kill 2 birds with one stone. First it will give you the correct answer from a qualified professional in the field. Second, you obviously don't like the situation and if it is wrong you will get the coach/program in trouble.

YES! It really sounds as though you are actively recruiting clients that you can recruit for your university. If that is the case, then steer clear of those kids. I couldn't even get a collegiate athlete to be a volunteer coach for me, even though he was a personal friend and doing his student teaching.

I would tread softly in that situation. If the sole purpose of the "personal training" is to find recruits, you could be in trouble. If you are training the "weaker" athletes, nobody will blink an eye.
Hey OP, UNC has obviously made sure everything in regards to Blake and Vanhoy is legit. They are professional and respect the NCAA rules. You are not uncovering anything scandalous here, nice try.
