Who are the older runners that finished in the back of the US Half Marathon Championships? Are they some sort of special entries?

Yes. If you didn't get into the marathon or half marathon via the lottery, there was a way to enter as a "VIP" by paying $1000. That gained you entry into either the half championships or the full marathon with elite access.
What is the qualifying standard for this race? How can I run it without paying $1000?
For 2011 it was 1:08/2:22 for men, and 1:19/2:46 for women.
oh screw it I'll just pay the thousand.
