Average could be a bit tough, because there are going to be the seriously out of shape guys who will run like 22 seconds, while even your average college sprinter is probably running 11 something at best.
All that said, I'd say you're probably pretty close. I might guess a couple tenths faster.
I'd say 15 seconds sounds about right. There's a lot of fatties and computer nerds who don't see the day of light.
I say somewhere between 18.5 and 20.0. 15.5 seems way, way too fast. There are 100 guys drinking beer, eating at dorm buffets and playing video games 5 nights per week for every sprinter/scholarship athlete on campus.
I run a 25:25 8K and can't break 14.5 so I'd say 15.6 is a very fast guess.
How long without training? I have good natural speed so I would have to take a lot of time off to not be able to run under 13.5.
Average: 17.4 seconds. A lot of fat, out of shape, beer-pong playing guys will drag the average down. There aren't enough sprinters to compensate for this.
Median: 14.9 seconds. Even without any training, it shouldn't be too hard to keep up a sub 4 mile pace for a hundred meters.

I'd be surprised if they could duck under 20. Being runners, you overestimate how fast people can run.
You aren't as bad as some people though. I googled this and and the first answer that came up (Yahoo Answers) suggested 11.2 for a guy and 12.1 for a girl. Take a look, should be good for a laugh:
