My roommate loves Apple shit and loves himself.
I have asked for bills for 2 weeks now and he keeps telling me he'll pay next week. I have a feeling that he'll keep saying that. I am giving him until early next week to pay. What would your first course of action be if he decides not to pay next week?
Does he have a dog?
I'm not sure where you are going with that one but no he doesn't have a dog.
If he had a dog, I'd slam it to death on the hard concrete. That would show your roommate now, wouldn't it?

Walk up to him with your pants down and suggest he pay in other ways. Either it works out or he gives you the money very soon after.
Demand that he change his give you his soiled underwear once per week. That will freak him out.

Write up a fake court summons and act like you've sued him for his share of payment in small claims court. He'll shit himself.
Fill out something like this and make it look official:
All valid ideas, would my girlfriend who currently has mono spit in his orange juice be out of line?
Figure out a way to give him herpes. You gotta know someone that knows someone that has herpes.
Always demand the money under the cover of darkness or while he is asleep. Another good move is to wait in his room with the lights out, and when he comes home turns them on - he finds you sitting there staring at him. Make sure that you're polishing a baseball bat at the time. Then you say, softly, "Where's the money?"

Stop by the US Navy Recruitment Office and pick up Submarine Service and Buddy Program brochures. Then talk to you room mate about joining for the US Navy 6 years together so you can be on on the same sub with him.
I once had a roommate who was too busy buying steroids off the internet to pay his share of the bills.
Just have 'the wealthy' pay it for him. It's what Progressives like to do.
What bills is he not paying? If it's internet then put a password on your router that disables his access. If it's electric, then disable the outlets in his room. If it's gas, then find a way to close the ducts that lead to his room. If it's rent, change the lock so he can't get in.
Or you can just have a talk with him about it. That might work as well. Tell him that if he can't pay you then he will have to pay late fees. Or tell him he has to move out.
You could also start stealing his stuff. Or hack into his bank account. There are a lot of options.
You could also just take his checkbook and write the checks yourself.
Are all of the bills in your name?
