Also, is it offensive to say Japanese women are some of the most beautiful in the world? Why or why not?

I don't assume anything about anyone based only on physical appearance.
I think a snap decision about intelligence would have more to do with how she carries/presents herself rather than her raw beauty. Intelligence carries with it a form of self-awareness and confidence that is reflected in the appearance of the person, whether they are naturally attractive or not.
That said, I find it hard to accept overweight people as being intelligent. Being overweight signifies a lack of self-awareness and self-control that should come with being intelligent. Smart people have good ideas. It's a good idea to eat well and live healthy. [/tangent]

I think you hit the nail on the head in the first paragraph. You lost me with the second.
I have no initial assumption regarding her intelligence. Most of the time I'm either awestruck by the woman's beauty..or worse, I'm finagling a way to get her number by being as little foolish as possible. Intelligence is something that doesn't cross my mind until words have been spoken.
Watch out for the manipulative ones.
To be brutally honest that would depend totally on whether or not she were rubbing her mammaries against my face.
