What reasons were there why the Eastern Bloc men did not dominate (particularly in terms of depth) nearly as much as their "female" counterparts during the 70s & 80s? In other words, what drugs were being taken that made so much more of a difference for the women as opposed to the men?

Testosterone. That's why so many of them now either look like man or even had surgery. Obviously, the west didn't want to go that route.
I recall Enn Sellik (from Estonia and the Soviet Union) who ran a 13:17 5000 in the late 70's. I was perplexed that the Soviet sports machine could not churn out more like him.
