Running with the wind of 2.00mps is legit for record purposes but has an advantage over a race with wind of 0.0mps, etc. Running in Mexico City is faster for a sprint because of decreased wind resistance, although the records carry the added (A). However, if the elevation is under 1000m there is still measurable assistance but no appended (A).
So, what is the point.
There is a bigger effect for Bubka, where the old rules had a longer peg, allowed some 'handling' of the bar, and had bar ends that were more forgiving than are allowed now. It will be harder to break his records as a result.
