Considering Bolt ain't beatin Jeremy in a 400 right now, I'd have to put Usain DFL.
Let's get Rupp in the field, just for the 50/50 chance of a DNF.
At 300, Bolt wins by previous results (but I'd love to see Usain vs Jeremy head-to-head). At 600, I think Rudisha wins (but it depends on how fast he is at 400 after training for 800).
Between 300 and 600, they're not touching Jeremy. And Bolt is DFL.
