no, it really doesn't have anything to do with the NCAA. It's a law passed by Congress pertaining to schools that receive federal funding, and is therefore enforced by the federal government.

"No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance..."

Doesn't actually say anything about sports.

The OP is right - the NCAA has never sanctioned anyone for it.

The the San Francisco State case was also done by an outside group, not the NCAA.

but it does say activity which is the magic word in the title IX. activity can stand for almost anything.

The OP is right, yes, but his/her comment is a non sequitur. It would be like accusing me of not having acted on Title 9. Title IX is a federal law, the NCAA is a private organization. I think most implementations have been private citizens suits, but I think that the Dept. of Education could also sue. I don't think that the NCAA would even have standing if they wanted to correct a perceived imbalance.
