Wyoming in Feb? Oh hell no!
Toluca,MEX or Iten,Kenya. Toluca's about as easy to get to as many places in the US, much cheaper, and NO SNOW (except on the volcano).

I'm assuming you're talking about places in USA. I know Flagstaff has been mentioned - it has some bad winter days but not too many, but some super nice winter days, too. Yesterday it was sunny and about 50 degrees and there were more beautiful snow free cinder and pine needle covered forest roads and trails than you could ever even hope to run.
There are plenty of places in Colorado that are at altitude and have winter running. Montrose is not a beauty spot and is boring to live in, but it is at around 5000 feet and has plenty of dirt roads plus an airport.
If your travel options are open, sure, head to any of the highlands of east Africa. Or the central plateau of Mexico. Plenty of places to run around San Miguel de Allende and it's pretty, fun and safe, too.
If you're up for adventure, head for the altiplano of Bolivia or the highlands of Peru.
Eldoret?
Would be really off the beaten path for most folks but there's a huge high plateau on the navajo and hopi rez's in northern arizona that are pretty much snow free almost all winter and lots of places over 6000 feet. Endless sand and dirt roads and trails with a lot of varied terrain. You could rent a trailer or probably get a room for cheap with a local or a teacher or someone with one of the hospitals in a place like Chinle or Kayenta or Mon Valley or in one of the hopi villages. Weather a bit milder than Flag.
