Yeah, in AAU Jr. Olympic races this will get the athlete DQ'd. It is amazing but true that running alongside an athlete for 20 meters of a 3000 meter race gives an athlete a major, unfair advantage. The offending athlete and coach should be banned for 1 year on first offense, 2 year on second offense, and banned for life on the third offense. The Three Strike Law of Pacing! Perhaps beheading?
What you are describing is different than what the OP is talking about. The OP is talking about a coach entering a race and then pacing his athlete. To me this seems legal if the coach was legally entered in the race. Most meets allow unattached athletes to compete, so there would be no rule against this as far as I am aware.
On the other hand, I do agree with the rule that you cannot run alongside one of your athletes during a race when you are not entered in the race, even if it were for only 20 meters. Can you imagine if every athlete had a coach trying to run alongside him for even 20 meters. It would get a little hectic.
