Why do the best actors have to be in "Hollywood"? Do you mean they have to be American too?
Apart from Leo DiCaprio, the 3 actors who have impressed me in recent years are: - Michael Fassbender, Tom Hardy and Ben Whishaw. They haven't been in many films (movies) yet, but have a body of work in TV and stage (mainly in UK) which is very eclectic.
There are the "old school" of course as well.

Saw Barney's Version on the weekend and I have to agree Giammatti is a good pick, as is Dustin Hoffman.
Recent performances that floored me would be Noomi Rapace in the Swedish (with English subtitles) "Girl with the...." films. I forget who's lined up to play her in the Hollywood versions, but she set a mightly high standard.
Also - Cate Blanchett playing Bob Dylan in I'm not There. Wow. Just wow.

Spencer Tracy (considered by his contemporaries to be the best among them; see Inherit the Wind), Jack Lemmon, Robert DeNiro, Clark Gable. Robert Shaw was a great character actor. Meryl Streep is wonderful; she gave a speech in Still of the Night in which she totally transcended crappy dialog to be absolutely mesmerizing. I think Phillip Seymour Hoffman and Christian Bale are currently magnificent (Hoffman's characterization in Charley Wilson's War was great, and I love Bale's intensity--think about his spoiled psycho dude in Shaft). Finally, since I have an eight-year-old, I must give special mention to Mr. Potatohead from the Toy Story movies.
