last week i did 10x300 in 44, the last 3 were in 43. 90 seconds rest in between each one

I assume you mean 1500m. Around the time I ran 4:13 for the mile converted from altitude, I did 8x400 averaging 63.x with 400m jog recovery (also at altitude). I was a distance guy; my 800m PR was only 1:57. I would assume someone capable of doing 8x400m in 59.x with 300m jog recovery could run under 4:10, probably 3:58-4:06 depending on what kind of runner they are. I would also assume a runner of that caliber would not come on letsrun posting a "how fast can I run" thread.

I'd say you're capable of low 4's. 4:01-4:03. Subt-4 if you push yourself (in races, don't kill yourself on workouts, be smart).
... also depends on how much base you built over the fall/winter months. More base = better chance of breaking 4.

Now way, i have done 6x57-58 with same rest and never ran faster than 4:10(mile)...weird how runners vary

it was a slow 300m jog though.
can you help me too? I just did 8x400m in 51 with a long 1:00 rest (this is at 7,000 feet). Can I break 3:30 this year?

It all depends. In high school I could do 10 at 60 point with a lap jog. Result 4:16 mile. In college I could do 10x400 in 61 with 200 jog. Result 4:00 mile.
Workouts don't "equal" anything. Workouts can give you an idea what you can do when you compare them to other similar workouts that you've done.
back in the day, i remember running 6x400 in 57-58 (lap jog) that resulted in 4:03.
