While I'm sure all the right-wing foam at the mouth types will start jumping up and down and claiming some conspiracy, "Internet Id" has been around for several years. You use it most every time you make an online purchase. Current ID systems are tied to physical machines in the form of certificates for the most part, and individual certifications are highly proprietary and cumbersome. A standardized system such as the current SSL implemented in a manner that was cost-effective and practical for individual use is what the NSA and NBS are looking at.
It makes perfect sense for the government to be involved in this effort because one of the things that is holding back effective individual authentication is fear that someone will bet on the "beta" and have everyone else go to VHS. No one wants to carry as many authentication tokens as they have customer preference cards, and no company wants to buy tens of thousands of them only to find out they have to replace them to inter-operate with other companies.
I'm working with companies that may have to buy 40-50,000 each in order to share a system. Millions in costs.
