If you run for only one hour of a 24-hour race, are you still considered a finisher?

You have to run the LAST hour.

It can't be a certifiable "24 hour" finish if all you do is run a lap at the start and run a lap 24 hours later, and listen to your Ipod sitting down, or nap, waiting for hour 24 in all of the time in between.

What are the limitations on the non-running part of a 24 hour run?
