I think the its a no except at big sec champ races but not at a open meet like joe texas inv (example).Anyone else know somthing on this.Like the 1 one runner runs 15 00 and you run 16 40 or somthing they dont pull you.Also what about outdoor.

most ppl realize that if an event takes a minute, or even 4 longer than expected, the world will be fine and their meet can still go on. Also it barely costs me anything to move around you, when I lap you. Some meets will ask you to move outside when a lapping runner is going by you.
There have been races where the winner laps the entire field, so in most cases no - perhaps never.
It is rare but I have seen it happen before especially in meets that have a lot of runners on a small track. It can get pretty confusing as to who is where when some runners have been lapped twice others have been lapped once and some haven't. I think some meet directors just get worried that some one will end up with a messed up time. As far as outdoor I have never seen it but I'm sure someone has tried it somewhere.
