Every president does. Various parts of time observance and time maintenance fall to the executive branch.

It depends is the Spacetime Bill goes forward. Congress is supposed to vote on it within the next few months. If it does, the unit we currently know as a second will be lengthened, such that one day (defined complete rotation of the earth about its axis) will consist of 3600 seconds. This means that each day will only be one hour long. This will benefit business, as companies paying employees by hourly wages will save large amounts of money, since few employees will even work a full hour at a time. This will allow employers to hire more employees with the savings.
The government will then increase taxes for businesses, to increase federal income, but the savings from wages paid will still give businesses a net savings. Therefore, government and business both win.
The main legislation involves the "time" part of the spacetime continuum. There are some things about space within the bill, including naturalization of all Higgs Boson particles who enter the atmosphere illegally, greater regulation of "up" quarks, and a few other things. Unfortunately, the bill is over 4000 pages, so some of the stuff in there nobody really knows about yet, but the Obama administration has assured us that the bill only improves quantum mechanics and will not create death panels or death stars. It is likely the bill will pass, because the founding fathers make no reference to quantum theory in the Constitution.
So, technically, Obama does not have the power, Congress has the power. If the US does it, other nations will go along with it. Any who don't will still be on the same calendar as the US, but will need different clocks... Assuming the new legislation doesn't cause the universe to implode.
No one as pressed for time as presidents tend to be would sign this legislation. It's a Republican-hatched bill, and so it's no coincidence that the legislation was not voted on when Democrats were in the majority in both houses. Obama will veto the bill, but attempts will be made to override his veto.
Not the funny answer you're looking for, but Congress has the power to "fix the standards of weights and measures" under Article 1, Section 8 of the Constitution. I think a second qualifies as a measure.
