What kind of times could be run by someone capable of this workout?
by 2:20's i mean aprox 2:19-2:21
id say a 1:50-51 guy
at or just under 15:00
Who know about anything else.
I did this workout as a senior in high school but I believe I had two minutes of rest and averaged about 2:23's by the end. I ran just a nugget over 15flat.
I should say I have zero foot speed and more or less raced the workout.

Really isnt very indicative of how much speed one has, so below a 1600, not sure.
This depends entirely on how hard it was.
The truth is that it is likely that one could run around 14:30 if one can do this workout. I would say it does depend somewhat on whether one is a good racer. However, this workout is something a 14:30 runner might do, and it would be taxing but very doable...

you're saying that because its roughly 14:30-35 pace but you can't assume this guy can hold this pace for a 5k if this guy is a mid distance guy or if this was hard for him
now if he's a true 5k/10k guy and this workout wasn't that hard then he can prolly go more like 14:15/20 and 30:00
NO, I am saying it because of experience. Of course, one cannot KNOW for certain, but my assertion had nothing directly to do with the rationale you imputed to it.

Ran this workout a lot, you should be in just over 9:10 form.

Maybe. If you didn't race the workout and it felt like you were running with some measure of control, I'd say you're probably pretty close to 4:15 or so. On the other hand, I've known some clowns to do stuff like this, then go out and run 4:25-4:30 because they're headcases. Go out in 2:08 and see what happens.
