For #2: Assume an athlete's innocence (in regards to PEDS) until proven guilty.
Great idea, I'm in.
Another idea is to not assume that someone is cheating and cutting courses just because they are 1.) running good marathon times, 2.) never show up in any of the pictures when other runners do, 3.) are never seen passing any of the runners they beat, 4.) Have wildly different splits throughout the course of a marathon, 5.) Run a half marathon PR and then speed UP over 20sec/mi for the next 5 or 6 miles en route to another 3hr marathon, 5.) Never complain or question repeated DQs from multiple races, 6.) target small races with loop-type races that have opportunities to cut off several miles.
Come on, give people the benefit of the doubt in 2011.
