The good thing about walking on at ND is that they have a pretty large roster. If you don't get dropped in practice, you're on the team. That being said you still need to be in decent shape not to get dropped from workouts.
Lets say I'm an 8:50 3k guy, 15:40 5k guy, can I get on the team? Even just to train?

yes, that was plenty good enough to walk on when i was there. I'm not sure what you mean by "just to train," though. If you're dedicated to improving enough to try and contribute, then sure. If you just want people to run with, then join the club...not the team.
there were a number of guys who came to practices that were actually pretty terrible. coach was too non-confrontational to send them away. he just hoped they'd fade away after it became clear he didn't even know who they were.

I went there and walked on. Piane is a good man. If you work hard, he will keep you.
I was a 1:55/50 guy.
While I cannot speak for the university about academic profiles, I can tell you I scored in the low thirties on the ACT and had mostly A's in high school. I was elated to get in.
You should go there if you can. Beautiful campus, too.
I am junior and my PRs are 3200-940 (soph), 1600-430(soph), 5k 1520. Academic- GPA 3.6(not great, i know), PSATS(havent taken the SATs yet) Math- 65, Criticial Reading 68, Writing 60( i was just so fried from taking the test by the time i got to this section.

Why are you limiting yourself to walking on and just "training?" Right now you are only a junior and I hope you plan to improve on your times. Your grades are good enough to get you accepted to most decent D1 programs and you can be an actual contributor to a team and not just a practice buddy. Do not sell yourself short with your aspirations. If you don't believe in yourself, no one else will believe in you.
