Houston 1/2 Marathon: "amatuer" race...what time to win?

So with the US Half marathon championship portion of the race taking place on Saturday, does that leave the Sunday race open for some random mid pack guy to win it or will there be an african contigent there (i.e. is there $$). What time will win it??
