I think you can find a way to get in a good double-pole workout for free.

I second the Concept2 suggestion. I have been using one regularly (almost every other day) for 17 years, with no maintenance other than occasionally oiling the chain and replacing the chain-return bungee cord once. It's great for aerobic, core strength and range of motion work on the legs.
Performance fitness systems R80APM...retails for $449 with free shipping. I have one and it works great...I bought it because an achilles injury has taken me out of running for a while - so I don't know much about rowing but its a great workout and the machine is very smooth. A little noisy otherwise no complaints.
I would not get a concept 2 as they have a rigid stationary pull and are hard on your ribs.
The dynamic oartec slider is the best rowing machine out at the moment, but it's $1250, about the same as a concept 2 machine on slides.
However do not except rowing to be a supplement for your running. The double leg motion and top heavy development are fine for rowers, but undesirable for runners.
