Or even, say, just WR's in EITHER the 400 or LJ?
Is that enough to displace the likes of, say, Jesse Owens, or any of the other historical greats?

400, probably. LJ, maybe. Both, definitely.
He already is the GOAT.
"IF Bolt WR's in 400 and LJ, will he be the best T&F athlete ever?"
Well, if Phil Mickelson retires from golf to take up T&F and then goes on to shatter the world records for the 100, 200, 400 and LJ would he be the best T&F athlete ever?
Probably. But it aint gonna happen.
I think Bolt already might be the GOAT, getting the LJ WR would be more impressive in my mind than getting the 400m WR.
maybe if bolt wins the 5k, 10k, and marathon in 2012
Has Bolt ever long jumped in a serious meet?
If he gets one of the two, it'll be the 400m. Some people might say he's too big to carry himself around the track that fast, but they said that about the 100m too. I think he'll break the 400m WR in 2012. Hard to say on the long jump---there's more to it than runway speed.
I think it is unlikely that he will get either one. Even if he did one or both, there are still several other contenders for the honor of GOAT - Geb, Bekele (especially if he repeats in 2012 and has any marathon success) and Carl Lewis.
