Was it ever cool/rebellious to seek popular opinion on personal tastes?
This isn't about me, silly. To answer your question, it depends on if the guy is sensitive and not afraid of showing his true emotions. If he is sensitive, then the answer to your question is yes.
Okay, I'd say it is iff it's individual. Wearing one simply to show off is no longer cool in a rebellious way.

No, it's not cool.
Tattoos can be cool but most aren't. It takes a certain type of person to look cool with one.
Personally, I think it's usually a little better to accessorize your body by getting into great fitness and wearing clothes that look good on you (for runners that'd be tighter shirts and cool shoes that aren't running shoes).
If you're cute and have a hot body, then anything will look 'cool.' But no, it is not rebellious. Unless you're Amish or something.
