I hate to say it, but this is not the once great state it was.
Losers do seem to vote for losers... but everybody seems to these days. Politicians use their power to bribe their constituents in order to remain in power, rather than actually administering the nation and improving the situation for all. There might be a few politicians here and there that aren't actually there for the money and power, but I rarely hear of any and none of them ever get attention in the more important elections.
... which is just another reason why I firmly believe that government salaries should be reduced as one of the many necessary ways to trim the deficit: giving them less money not only reduces spending, but also might help ever so slightly in not attracting those just hungry for money and power. Of course, the positions themselves offer up enough power that there will always be a healthy supply of power-mongers and greedy and corruptible people that the government will never be the ideal entity that the nation dreams it should be.
Cali St Govt is held hostage by the White Pig Police Unions, Fire Unions, Teacher Unions, and Civil Service Unions. It will take an act of US Congress to terminate the contracts the state of Cali was forces to sign by the greasy Italians WOPs, Jewish Kikes, Chinese Chinks, Mexican Wetbacks, amd Irish Micks running these unions. Aka 'Controlled Bankruptcy'. That's the only way Cali can get ahold of their budget again.

I live here and am not too aware of what the competition looks like, but it's hard to top a state that in the midst of Great Depression II decides to keep in place "global warming" laws that cap or attempt to cap CO2...

Kind of odd that the Dem governor was blamed for the debt and was recalled but the GOP governor, under whom the debt exploded, is not responsible...it is the dem senator.

I don't know if it is the most poorly administered state but you definitely have passed some legislation that makes it extremely difficult for anyone to be an effective administrator.
Legislation needs to work over the long-haul, not be a reaction to a short-term situation.
Less reaction and more long-term planning. Let the administrators do their jobs. Don't tie their hands with emotional, knee-jerk, legislation.
The reason California is in bad shape is do to 2 reasons:
1) ballot initiatives / direct democracy
2) The republican minority in the state senate trying to stop anything from getting done.
