I don't know where you got that statistic from, but it is not even close to being accurate. Very sorry to say, but there were times when it was virtually open season on black people in the south. White people, especially law enforcement, could kill black people with absolute impunity.
Some of them were. And the attorneys who finally got around to prosecuting De La Beckwith were themselves just corrupt, politically motivated animals. Maybe not racists, but just as morally bankrupt. Read about their performance in the prosecution of Cedric Willis and it should be no surprise that Bobby DeLaughter ended up a corrupt judge who is now behind bars.
Not all of them. You yankees, westerners, etc. weren't saints either, just so you know.

The question was about the South. Not freaking Israel. I dislike Israel but even I know when Israel is being scapegoated way too much.
Here is the core of historical racism in the South (and to some exstent elwsewhere in the country): it was/is an ingrained, even institutionalized means by which rich whites could exploit blacks based on the color of their skin, while providing poor whites a scapegoat for their own troubles. The result was violence by the hand and of the soul, sanctified by those who held the power.
Check out this collection of postcards of lynchings. Not only were the lynchings well attended, but they were also opportunities for diligent capitalists to makes some cash through souvenir postcards.
