You can grow it yourself if you want cheap. Of course it depends on whether you put a monetary value on your time. Or look into getting a membership to a local food co-op. I think here in Portland there is one where you can put in $200 and purchases are 10% off.
As for how you can tell. In the store just look if it says organic. The definition is basically whether it meets the standards of Organic food production Act of 1990. Which means that some pesticides are allowed. So it depends on what kind of purist you are.

Because a bunch of politicians said so.
Organic farming is not nearly as efficient or productive as conventional farming, thats why it is more expensive.

Eating healthy (from what I've found) is largely about how you prepare the food rather than if the ingredients come organically or not.

As it turns out, all edible food (and even the stuff that isn't) is organic. Even twinkies. Buy what you want, eat what you want, and never let a marketer sell you something that you already have (see cookie thread).

My parents grow a ton of food in whatever type of big container they can find. Any type of plastic container will do. They grow potatoes, tomatoes, squash, onions, cucumbers, eggplant, etc. They go to the recycle center and get 2 or 3 gallon jugs that cat litter comes in and collect rain water all spring and summer. They can water the plants each day with that. Makes for a nice hobby and they end up with a boatload of food. They even have so much they give some of it away to people they know.
As for keeping it cheap at the store: buying in bulk, sticking with in season (and hence plentiful, and cheaper) produce, and buying at farmers markets.
But yeah, a garden is the obvious way. Mine was a pretty lame attempt this year, yet still yielded tons of salad greens, cooking greens, tomatoes, peppers, herbs, and more.
And my two cents: organic food is better for you, BUT locally grown food is best for all.
Seriously, the closest tangible meaning of organic is political. Its based on the law that was passed in 1990. Otherwise it can be pretty much whatever you think it is. Sort of like Blues music. You can be purist and say that Son House was the only true blues musician. Or you can say the Bee Gees played blues with some justification. As for Organic being affordable. What if all the unemployed people who just watch TV went out into a yard and started gardening and they and their neighbors ate what they produced. The labor cost is a very competitive $0/hour. No transportation costs. Looks very competitive to me.
