OK, I'm totally speculating on that headline. But states that generally go Republican in Presidential elections are states that are growing fastest. Consequently, after the 2010 census, these are the states that are gaining House of Rep seats, and thus, electoral college votes. Meanwhile, many traditionally Democrat states are losing House seats and electoral votes.
I find the whole shift toward South and West interesting and wonder what is the primary impetus behind it.
