Racing counts as an intensive workout.
No- tempo runs are at around 75-80% effort- racing is all out, and 101% effort to win !
They would be closer to your speed (anaerobic) workouts. Ditch the speed workout and keep the tempo run if you want to race every week.
I suspect it depends on the length of the races. Are they 800s or 1500s or are they 3ks? If so they would be considered speed and/or anaerobic capacity above VO2 max sessions. Keep the tempo runs. Do away with the glycolitic sessions. Work on short speed.

I agree with the coach.
The rule of thumb I have gotten from various "experts" (coaches and the like) is that you should judge the applicability of a race/workout by the pace, more so than the time of the effort. So, a 5k race is equivalent to a fairly fast interval session, and so forth.
As such, if I am doing shorter races (10k and down or so), I will skip most of the speed work and make sure I keep doing easier/longer tempo runs (1/2 to marathon pace) to keep fitness up.
