On a federal level, one of the few enumerated duties of the federal government is to protect the borders. Now you can make a fair argument about keeping a standing army, but I kinda think it is a good idea. The court system is another area where government pretty much is expected to run things.
So with those you compensate the people who carry out those duties. Health insurance as part of the compensation gained steamed with FDR (a liberal Democrat) decided that micromanaging the economy was the way to save it (how well did that work?) and put in price and wage controls. Since bureaucrats in DC set wages, in order to compete for what good labor there was, businesses offered benefits with health insurance being a prime one.
We might be better off if businesses got out of the insurance business. I bet GM wishes it had about 50 years ago.
