Which university has to deal with the hardest winter training conditions? I would have to think some of the Big Ten Universities such as Minnesota and Wisconsion would have to be up there, along with some smaller universities like Alaska, Adams, and Western State.

Wisconsin and Minnesota can be tough but I think it probably even worse in the Dakotas and Montana.
Northwestern gets some wicked winds off the lakefront. Any college through the MW will have some unpleasant conditions, ie the UWs, Big Ten, etc...but I think if you want to find the serious stuff you have to look toward Montana, the Dakotas, Utah.
I'd imagine that Alaska has the toughest winter training conditions. I've never been myself, but I get the impression that they have rough winters.
I went to Purdue for two years before transfering somewhere down South (partially to avoid the winters) and it would be hard for me to exaggerate how awful the winters are in West Lafayette. Bitter winds off of the Wabash River in combination with frequent snow storms and the fact that you may not see the sun for weeks at a time make the winter a very depressing and especially hard to train.

Stop complaining! Any runner in Wisconsin, Minnesota, Michigan, Upstate New York, Vermont, New Hampshire, Maine, Dakotas, Montana, or Alaska has it way worst than anything in Indiana

Mt. Pleasant, Michigan (Central Michigan University) was certainly no picnic in the winter. Very common for us to be dropped off 10 miles or more north of town and run back to campus due to nasty winds. I'm sure there are worse places but it was pretty tough running at times. Made us tough though!!
Western and Adams without a doubt. Gunnison and Alamosa are cold as sh**, trust me....Glad you mentioned them, a lot of people wouldn't...
There are colder places, like in some parts of Idaho, and Iowa, but as far as college campuses, and especially involving elite teams, it's those two schools for sure.
And Western doesn't have an indoor track...so Gunnison takes home the cake!
Hands down it has to be any college in the range of North Dakota, South Dakota, & Eastern Montana. Nothing compares to treeless areas with high winds when it's cold.
Miami is probably a close second with it's other awful extreme . . . . mugginess.

All winter long the UC Irvine track & field is clogged with world class elite athletes and runners from all over the globe who spend the winter here. It's a madhouse. At least they pay for parking. My boyfriend works at In & Out Hamburgers and talks to many of them.
Syracuse University, Lemoyne College (even worse because they have no track) in upstate NY.
Who's complaining though? Syracusans know nothing else. It's a way of life - even when we drive our cars down the major highways like snowmobiles driving 10 miles per hour down the main highways through the blackness, snowflakes flying in our windshields like we are flying through an asteroid belt, single digit temps.
Home of Fayetteville-Manlius, Jerry Lawson, Jen Rhines, Lopez Lamong, Kevin Collins.....Tough place to live, but that which doesn't kill you will make you stronger.
Anchorage does have it days of cold but not nearly as cold or dark as Fairbanks.

I vote Gunnison for the cold and very poor facilities.
UCSD is packed in the winter too with OTC athletes down the freeway and their training buddies from Eastern Europe, Japan, Mexico, Western Europe, Africa, and Jamaica.
