It's already been decided. The USATF Board of Directors wants a stooge that will sign off on the expense reports of the board members for useless junkets to international T&F, XC, and marathons. Of course the board members are assigned a ceremonial role and include their cronies to get votes and support to stay on the board. This is inneer workings of the infamous USATF Gravy Train. It's nothing new. You should see how the IAAF Mafia operates, it's even worse.

Not so. There are a few well-connected types that are viewing this possibility.
If a Hightower, Brooks Johnson, i.e. old guard on the gravy train got this job, there are at least 3 Senators who would want to "take this down". It might be no more than just to make a name for themselves but that possibility is there. The USOC has conducted two interviews with the group who are representing the possible intervention of the US govt.

While theoretically the Senate could intervene there is very little actual chance of that. The country is going to have much less tolerance for it at this point then they had for the dog-and-pony show they put on with MLB.
MLB has a anti-trust exemption from Congress. USATF and USOC does not.
most likely they will elect an old pope - an old guy who doesn't want to change anything. A caretaker.
Then, ideally, the board uses the time to figure out what they want to do with USATF. Then five yrs later they get a young person who could stay around for 10 years and execute a well-thought out strategy.
it would be a mistake to think that the board wishes ill on USATF - it seems clear that they need a transition time to put a plan together.
I can only answer the "on what grounds" question. USATF (and every other Olympic NGB) is governed by the Ted Stevens Amateur Sports Act. If the senator(s) believe USATF is not fulfilling its duties under the law, they would have every right to investigate, subpeona, etc.
Whether there is any truth to the above claim is beyond me. I couldn't even speculate which senators give a damn about track. What makes me think it could be true is that Hightower appears to have taken herself out of the running for CEO, and I highly doubt she did that just because of a condemnation by Scott Blackmun. She has a thinly (if at all) veiled "f*** you" attitude to the USOC.
The board of directors should consist of extremely successful executives, CEOs, and luminaries. Look at the USATF website's description of the board members. Those people are flunkies and gravy trainers themselves. They have no experience developing sports shows, pro leagues, media products.
There are three Senators. Two dems one repub and they are junior senators looking to make a name for themselves for possible "higher office". My girlfriends's dad rolls with the big boys as a consultant and this is the ONE time he seemed to like me and any input.

I like the idea of term limits myself. That allows new blood to come into the organization and prevents people from making a career out of sponging off of our blood, sweat, and tears.
Then it's going to be Ms. Hightower, or possibly Brooks. She'll place the race and gender card, keeping your snaatorial plaintiffs at bay for years.
